Temporary traffic management
When a road has to be closed or traffic diverted for construction, maintenance work or an event, we manage the traffic ourselves: from the plan to removing the signs.

Four parts we do ourselves
You can order the whole job or only the part you need.
We prepare the traffic management plan, get it approved and apply for the permits.
We install temporary traffic signs and other markings according to the traffic management plan.
We keep an eye on traffic at the site and adjust the setup if the situation changes.
When the work is done, we clear everything away and traffic can return to normal.
When is temporary traffic management needed?
Whenever work or activity on a public road affects the safety of road users. Most often this means roadworks and excavation, construction sites, events, and maintenance and emergency work.
We follow the regulation “Requirements for temporary traffic management” and the road protection zone requirements set out in the Building Code.
Rental and individual services
We also provide every service separately. If you wish, we can rent out the traffic management equipment only. In addition to temporary signs, we also install permanent traffic signs.
Who approves the plan
The road owner approves the temporary traffic management plan. On national roads, this is the Transport Administration (Transpordiamet). On local roads and streets, it is the rural municipality or city. In Tallinn, the Tallinn Transport Department issues the permit to temporarily close a street, and the Tallinn Environment and Municipal Services Department issues the excavation permit. If the work affects public transport, the plan also needs approval from a public transport specialist. We prepare the plan and handle the approvals for you, so you do not need to deal with the authorities separately.
What to include in your enquiry
We can send a quote faster if your enquiry includes the work location, the start and end dates, and a short description of the work on the road. Tell us whether the carriageway or pavement will be closed partly or fully, and whether work will also take place at night. If you have a construction design, an excavation site plan or an earlier plan, attach it. The price depends mainly on how long the work lasts, the traffic volume on the road and the amount of equipment needed.

Frequently asked questions
Do I need a permit for temporary traffic management?
Yes, if the work or event affects traffic on a public road. You need a traffic management plan approved by the road owner, and often a permit to close the road or to excavate. On a national road, the road owner is the Transport Administration (Transpordiamet). On a local road, it is the rural municipality or city. We can handle the plan, the approval and the permits for you.
How long does approval for temporary traffic management take?
It depends on the site and the approving authority. Simpler work usually takes a few working days. A larger closure takes longer. In Tallinn, for example, you must apply for a street closure permit at least 5 days in advance, and even earlier if public transport is diverted. So contact us as soon as you know when the work will take place.
Can I order road sign installation only?
Yes, if you already have an approved plan. We install the signs and other markings according to the plan and remove them when the work is finished. If you do not have a plan, we can prepare one. If you prefer, you can rent the equipment only and install it yourself.
What happens if the work changes?
If the scope, timing or sequence of the work changes, the traffic management must also be reviewed. We amend the plan, get it approved and move the signs. We also monitor the site, so we notice when markings need fixing, for example when a sign has been knocked over.
Do you provide temporary traffic management outside Tallinn?
Yes, we work all over Estonia. Our office is in Tabasalu, but we prepare plans, deliver equipment and install it anywhere in Estonia. Send us the site location and the work dates, and we will send you a quote. Call +372 646 1616 or email info@rpe.ee.
