Traffic management plans and design
We prepare the traffic management plan, obtain the approvals and, if you wish, install the signs as well. You can get on with the work.

From plan to approval
We prepare the scheme for your site and work, in line with current requirements.
We deal with the Transport Administration, the Tallinn Transport Department, the local municipality and other parties on your behalf.
If you wish, we install the signs and other markings according to the approved scheme.
What is a traffic management plan?
A traffic management plan is a drawing showing the traffic signs and other traffic management equipment. It shows how traffic will be rearranged at the site and how road users and workers are protected. Traffic on a public road may not be changed without an approved plan.
When is a traffic management plan required?
For most work affecting a public road: roadworks and excavation, construction sites, public events, lifting work, removals and other cases where the road has to be closed partly or fully.
The scheme must be approved before work starts, so it is worth starting early.
Who approves the traffic management plan
The road owner approves the plan. On national roads, this is the Transport Administration (Transpordiamet). On local roads, it is the rural municipality or city. In Tallinn, the Tallinn Transport Department processes applications to temporarily close a street, and you apply for the permit together with the plan in the operational information e-service. If the work affects public transport, a public transport specialist must also approve the plan, and a diversion plan may need to be added. The client may also require approval from other parties. We deal with all of them.
How much time to allow
The approval time depends on the road and the extent of the closure. In Tallinn, you must apply for a street closure permit at least 5 days in advance. If more than half the width of a Group I street is closed, the deadline is 14 days, and if public transport is diverted, 35 days. On national roads, larger changes to traffic management must be notified 14 days in advance, and a full road closure 30 days in advance.

Frequently asked questions
How quickly can you prepare a traffic management plan?
For a simple site, we can usually prepare the plan within a few working days. The time depends on how complex the site is and whether the input data is available. The approval time depends on the approving authority. If you know when the work starts, send your enquiry straight away, so there is also time for any corrections.
What does a traffic management plan cost?
The price depends on the size and complexity of the site, the type of road, the number of work phases, and whether you also need a diversion plan or a public transport plan. It also depends on whether you order the plan only or together with approval, signs and installation. We give an exact quote based on the site details.
What do I need to order a traffic management plan?
The work location, the dates and a description of the work on the road. It helps to know whether the carriageway or pavement will be closed partly or fully, and whether work will also take place at night. If you have a construction design, a site plan or an excavation drawing, attach it to your enquiry.
Does an event need an approved traffic management plan?
Yes, if the event affects traffic on a public road, for example when a street is closed or parking is changed. On a national road, the Transport Administration (Transpordiamet) approves it. Elsewhere, the local authority does. We prepare the event plan, get it approved and, if needed, install the signs and fences.
Do you prepare traffic management plans outside Tallinn?
Yes, we prepare plans and get them approved all over Estonia, both for national roads and for municipal and city streets. Our office is in Tabasalu. If needed, we deliver the signs and install them according to the approved plan. Send us the site location and the work dates, and we will reply within 24 hours.
Starting roadworks, construction or an event?
